He’s a bit wound up (phrasal adjective – from the phrasal verb “to wind someone up”)= He’s a bit annoyed or angry

what’s wrong with him? = what’s his problem? / what is the matter with him?

They’re talking about building = they’re considering building (more formal)

a wind farm = a collection of windmills that harness the energy of the wind to produce electricity
